Why would criminals obey gun laws?

Mr. Blackwell believes more gun laws would have prevented the recent killing of nine people in a church.

Why would criminals obey more gun laws? A firearm is a tool, it does not have a conscience. The user of any tool determines if it will be used for unlawful purposes.

On the day the nine people were killed 300 million firearms were not used to commit a crime. If the shooter had burned down the church​ would we want more regulations on matches?
