Who pays for banks' crimes?

Just curious about the article in the May 21 Business section. Probably a silly question, but if the banks were harming their customers, will the customers derive any benefit from the settlement or does the U.S. government get all that money?

Seems like the U.S. government wins big, the customers lose, the shareholders lose ... but the perpetrators of the "crime," the employees of those banks, what happens to them?
