Use English in government dealings

Last week, the Internal Revenue Service mailed out Form 1095-A on behalf of the Department of Health and Human Services.

This form details the extent of tax subsidies someone would have received from the treasury on behalf of the Health Insurance Marketplace. The attachment to the form explains how someone gets help understanding the Health Insurance Marketplace in 15 different languages.

It would seem to me that if someone is eligible to receive a federal tax subsidy, then he or she is presumably a U.S. citizen, in which case they should have an understanding of English and could expect to have to use English in the course of speaking with the government.
