Durbin's hot-air campaign rhetoric?

The cartoon in the Jan. 15 issue of the Daily Herald reminded me, that when Dick Durbin was running for re-election, he said he was "fighting" for a bill so people could refinance their student loans at a lower rate.

Now that he was re-elected, is he still "fighting," or was it just Dick's hot-air campaign rhetoric?
