What will Rauner do without tax hike?

Now that Bruce Rauner has bought the governorship, I'm eager to hear his solutions to "fixing" Illinois without raising taxes. His Republican pals won't condone recommending a transaction tax or increasing the gas tax.

So, what will he advocate?
