State can't afford free college tuition

I find it somewhat frustrating to read of another spending proposal for Illinois lawmakers to ponder. Finding a way to fund free community college tuition should not be on their priority list.

How about paying for all the debt they have already run up. I put this proposal right up there with Illinois taxpayers funding for a Presidential Library. Hello, how can you "loosen the state's purse strings" when the purse is empty?
