Give policy info up front, Herald

Voters are looking for answers to the problems that have hindered the state of Illinois. Why would the Herald bury an article Rauner explains "right to work zones" on the second page of the business section?

I realize it is a business topic, but I would think that should be "front section" news.

Voters are tired of all the "sniping." Please give voters any policy information up front.
