A way to curb abuse of handicapped spaces

I cannot be the only one to see it. I went to Wal-Mart, and they had a full parking lot when I watched a fully capable couple pull into the handicapped parking space, and the "lady" reached under the seat and placed a handicapped placard on the rearview mirror. Then she went into the store. Every morning at Woodfield this "lady" places a placard on her Cadillac mirror and parks in the handicapped place, even though many other spaces are available, as I suppose she ranks it is for special folks. Then she gets out and walks a couple of miles for exercise. A man who also walks told me her husband is the one disabled.

My thought: Make the parking spaces require handicapped license plates purchased at discounted rates with medical credible documentation. And the placard must have an identity picture and a $500 fine for misuse by both user and medical documentarian. One time last winter I saw a handicapped man using crutches to get into Woodfield because all the handicapped spaces were taken.
