Can savings be found in insurance program?

We had our state income tax increased, supposedly to fund some part of the government and Blago's child insurance program. Here comes the sunset - maybe, or maybe not. Or, now tax the rich. That is always popular. Has anyone checked to see whether the Blago child insurance program has been eclipsed by the Affordable Care Act, releasing funds to maybe pay some of the state's bills? Just wondering.
