Perhaps a naval blockade is in order

If a member of Congress must support the notion that military action is necessary to stop the use of chemical weapons in Syria, it follows that the U.S. must neutralize both the user and the supplier of sarin gas. In this case, the user being Syria, and the supplier being Russia. A second thought: Instead of a missile strike, employ a Kennedy-style naval blockade of Syrian ports.
