Weird strategy for Syria attack

President Obama has announced he will seek congressional permission to attack Syria, generally detailing where and how.

I am not a military strategist nor ever boxed in the ring, but isn’t the first rule of fighting (whether in warfare or one against one) never tell your opponent in advance, when, where and how you intend on hitting him?
