Why does Elgin fight TLC vehicle?

Why is the city of Elgin creating such a hardship for the medical vehicle from TLC of Elgin to provide such services for those who desire such a service?

It’s not forced on anyone and has proved to be very beneficial for those who do choose to use it. It looks very much like religious “intolerance” to me ... and from a very few who are attempting to push their views on everyone else.
