Lombard, Glen Ellyn amend intergovernmental agreement on Glenbard Wastewater Authority

LOMBARD and GLEN ELLYN, Illinois—The Villages of Lombard and Glen Ellyn are pleased to announce that an amended intergovernmental agreement regarding the Glenbard Wastewater Authority (GWA) was approved on Monday, April 15th by each Village Board of Trustees. The agreement was also approved by the Full Board of the Glenbard Wastewater Authority.

“The goal in amending the intergovernmental agreement was to provide services to residents at the most affordable cost and in the most efficient fashion,” said Lombard Village President-Elect Keith Giagnorio. Notable amendments to the agreement include modified funding formulas for operations and maintenance, as well as the capital equipment replacement fund to more accurately reflect the services provided to each Village and to also ensure viable long-term funding for the Authority.

GWA handles wastewater for Lombard, Glen Ellyn and two unincorporated areas in Glen Ellyn. The operations of the GWA are overseen by the Village of Glen Ellyn, which acts as its Operating Agency, in tandem with an Executive Oversight Committee (EOC), comprised of the Village President, one elected official, the Village Manager and the Public Works Director from each municipality. “We are very fortunate to have this level of partnership and commitment between the Villages and the GWA,” stated Glen Ellyn Village President and GWA Executive Oversight Committee Chairman Mark Pfefferman. “We look forward to many more years of continued intergovernmental cooperation to deliver critical services to residents in the most efficient manner,” Pfefferman continued.

Lombard Village Trustee Peter Breen, who served on the GWA EOC, added that “The Villages of Lombard and Glen Ellyn share a commitment to delivering high quality public service to their respective residents and this agreement reflects that commitment.”

The original intergovernmental agreement between Lombard and Glen Ellyn dates back to 1977. Modifications and amendments have been made to the agreement over the years to address various issues. The recently approved agreement was developed to address changes in philosophy and best management practices of Lombard and Glen Ellyn.

Glen Ellyn Village Trustee Phil Hartweg, who served on the GWA EOC for four years and helped negotiate the IGA, concluded “The rapport between the Villages has never been better, and this agreement continues to demonstrate the collaborative philosophy our neighboring communities share.”
