Set up two levels of gun ownership

Illinois has good gun laws with a large percentage of gun owners who are hunters and have little desire to carry. Keep this FOID in place. For those who want to carry, establish a new level of gun ownership. Have the new level require fingerprint, DNA and background checks for applicants. The regulations should be set up by the Illinois State Police and not the legislature.

Photographs, fingerprints and DNA would be taken at local police departments, which would the forward the information to the State Police. This would ensure that the information belonged to the applicant. The local police would be paid a fee to cover their costs; also, the state would receive an additional fee to cover state costs.
