Bill was the primary developer of Riverside Plaza on Milwaukee Ave and a family-run auto parts store and pub liquor store.Education: Candidate did not respond.Civic involvement: ? Bill was a volunteer firefighter, and also served on the Board of Fire Police Commissioners. Bill became its chairman before being appointed to Village Trustee by Village President Ted Scanlon 1971 1977. Bill was Village President in 1977?1981. Bill retired from village politics and attended family business. Bill is now serving a two year term as Village TrusteeElected offices held: Village Trustee 1971-1977, Village President 1977-1981. If yes, please explain: NOCandidate's Key Issues Key Issue 1 In the next four years, I see Wheeling changing in the following ways: Redevelopment of old, tired property to include more shopping and restaurants residents can walk or bike to. Extend all demographics to match what retailers look for when they locate shopping in communitiesKey Issue 2 Balance The Budget, Reduce our DeptKey Issue 3 TO be a spoke person for the Senior Issues confronting our Village.Questions Answers What should be the relationship between the village and businesses? Should the village encourage busineses to move to town and if so how? What types of support should the village give new or existing businesses?1. The relationship between the village and business should be one of cooperation, business friendly promote the residents to shop local. Wheeling has four separate commerce sectors. Restaurant Row?, Special programs to promote this area as an entertainment Dinning Destination. Seek the top dinning entertainment business. Chicago Executive Airport The Wheeling partition of the airport is in need of extensive remediation and planning to encourage business that will continue to make the airport a major contributor to the economic well being to the Village. General Retail Overall the Great Recession took its toll on the many small business in Wheeling. T I F Financing should be used to fill the many empty store fronts with good quality vendors. Industrial Area Our industrial area is in good shape; however we must offer innovating reasons to come to Wheeling, not just 6b programs. We must put our best foot forward. To give industrial users are Reason to come to the village, to stay in the village and a reason for those who left to come back to the Village. WE should be offering our business residents outstanding community services, making sure we are all working to make Wheeling a great business town. A yearly Catalog of our Industrial Business should be printed. I believe the area residents would be truly amazed at the many different business in our industrial parks.Do you agree with how the village has spent its TIF dollars? How would you spend them going forward?2. No I believe we should be using our TIF dollars on solid business ventures with solid business partners. The Wheeling Town Center on the former Wickes property needs a new developer and new direction We are just delaying the development of this site. The Village should be getting out of the real-estate business and free up the much needed monies for future development. Keep all TIF dollars in their own areas (not borrow funds to other districts). Hire a firm to manage our entire TIF program.What are other issues facing Wheeling? Does Wheeling put too much emphasis on economic development and not enough on issues such as public safety? How would you rate quality of life for Wheeling residents?3. During the Great Recession a number of employees were let go, to balance the budget. A number of services were put on hold. We need to hire back all public safety personal as quickly as possible. As we all know we have a great distant to the nearest hospital so we need the very best in paramedic personal. This is also true of our police department. Economic development just for the sake of development is not wise. Have a plan and stick to it. We need to always improve our quality of lifeGiven the delicate balance between the need for revenue and over-taxing local businesses, what is your opinion of Wheeling's present level of local sales taxes? Is the tax just right, too low or too high? Explain.. WE are playing catch- up with our revenue. There should always be a slight increase in Property Tax to help with inflation, but sales tax must be reasonable it's very easy to play the shell game and hide the tax increases in other taxes one being sales tax, utility tax and so-on. There are going to be changes in the coming years on how the public sector handles the increases in pension funds, health benefits, and salary's in general.What are the village's biggest public safety concerns? Explain the concern as you see it, and discuss how you think it should be addressed.We have a large senior population who are in need of having the best Para-medic program. Most trauma centers are miles away. Emergency treatment centers are now booking appointments. We must prepare for these changes.
