Why are Foster, Duckworth running?

What do Tammy Duckworth and Bill Foster have in common? They are both Democrats who lost their most recent elections. I understand altruism and other noble goals, but with congressional approval ratings at or near all-time lows, you have to wonder why they want to expose themselves to the grueling and unpleasant election process. She’s enjoyed both state and federal appointments, neither of which she remained at for long. Does she get bored easily? He’s served one term. Does he need additional years to qualify for government benefits? I’m just wondering!
