Lottery windfall missing in action?

With schools wanting more money, teachers striking, pension debt rising and property taxes continuously increasing, I was wondering what ever happened to that $31 million windfall Illinois schools supposedly got back in April from the Mega Millions lottery winnings in downstate Red Bud? Can the Daily Herald have a reporter or the tax watchdogs tell us what happened to this money and how it was or will be spent?
