Lombard Village Board Approves New Trustee District Map

Village Code requires that the Village be divided into six districts which must be compact, contiguous, and of approximately equal population. As the Village grows through annexations and new developments, the populations of each district change over time and force the Village to examine its trustee district boundaries after each new U.S. Census to ensure that the districts remain similar in population.

Changes in population between 2000 and 2010 had created a wide disparity in the size of the districts, which ranged from 8,402 residents in District 3 (19.4% of the total Village population) to 6,785 in District 2 (15.7% of the total Village population). A perfectly even distribution would have 7,220 residents in each district, giving each district 16.67% of the total Village population.

The Village Board considered 19 separate redistricting scenarios before approving a map that equalizes the populations within each district while minimizing changes for residents. District 2 Trustee Keith Giagnorio stated that the approved changes are “probably the closest to the current districts as they stand right now.” The new boundaries are effective as of July 12, 2012.

As a result of the redistricting, 2,329 residents (5% of the total Village population) will be represented by different trustees. There are five areas that are affected by the changes in District 2 through District 6:

• Moving from District 2 to District 6: Residents in the area bounded by Finley Road on the west, Harding Road on the north, Elizabeth Street on the east, and Ethel Avenue on the south.

• Moving from District 2 to District 6: Residents in the area bounded by Lincoln Street on the west, Harding Road on the north, Main Street on the east, and Wilson Avenue on the south.

• Moving from District 3 to District 2: Residents in the area bounded by the York Township/Milton Township boundary on the west, Oak Creek Drive on the north, Finley Road on the east, and the Village's southern boundary (just north of 22nd Street) on the south.

• Moving from District 5 to District 4: Residents in the area bounded by Main Street on the west, Maple and Ash Streets on the north, Grace Street on the east, and the Illinois Prairie Path on the south.

• Moving from District 6 to District 5: Residents in the area bounded by Ahrens Avenue on the west, Madison Street on the north, Addison Avenue on the east, and Jackson Street on the south.
