The real issue behind voter ID

Regarding Mr. Michael Fredian’s letter of May 5: Sorry, the number of voter fraud convictions has no correlation to the number of frauds successfully perpetrated. I agree, the enactment of voter ID laws should not take away the rights of any citizen. What must be determined is who is a citizen.
