The widow of a 44-year-old man who was shot and killed by Des Plaines police Sunday filed a federal lawsuit against the officers a day after the shooting. Police have released few details of what happened between the time Carlos Salgado was pulled over and when officers shot him dead, and the attorney representing his wife hopes the lawsuit will bring information to light. <h3 class="briefHead">Could local governments pay for teacher pensions?</h3>

A proposal that would have villages, townships and other local governments give up tax revenues to teachers&#146; pensions could be debated as early as today in Springfield. Governments outside Chicago would be hit for about $982 million a year to help cover teacher pensions under the plan. A second plan in discussion would have local schools statewide lose about $536 million in tax income and a third would include Chicago among the governments that would lose tax revenue to cover pension expenses. <h3 class="briefHead">Two men charged in high-profile Lake County murder cases</h3>

Lake County prosecutors separately charged two men in a pair of high-profile murder cases that two other man had previously spent time behind bars for. A 23-year-old who is already incarcerated in Virginia has been charged in the 2005 slaying of 8-year-old Laura Hobbs and 9-year-old Krystal Tobias. A 42-year-old Chicago man has now been charged in the 1994 Waukegan murder of Fred Reckling. James Edwards was previously convicted in the crime based on a signed confession. Full story.

Witnesses say an 11-year-old girl who drowned in a Bolingbrook pond last night could not swim and was dared by a group of students to jump in. The girl, who friends said was a student at Pioneer School, was under water for about an hour before a dive team found her at 6:30 p.m., according to police. Full story.

<h3 class="briefHead">Cops: Men dressed as police stole $39,000 worth of cigarettes</h3>

Two Chicago men are accused of dressing up like police officers and robbing an Elmhurst cigarette store of $39,000 worth of cigarettes. The men told a clerk at the shop they were there to check cigarette stamps, and then handcuffed the employee in a backroom. Police said the suspects stole 780 cartons of cigarettes and were caught after a short chase. Full story.

Police are seeking the public&#146;s help in locating a 22-year-old Schaumburg man who was supposed to attend a business meeting Tuesday morning in northwest Indiana but never showed. Family and friends have not heard from Michael J. Coleman since early Tuesday morning when he sent a work-related email. Full story.

<h3 class="briefHead">Rose could be out next season</h3>

Bulls guard Derrick Rose faces a recovery of eight months to a year from knee surgery. The assessment by Dr. Brian Cole on Tuesday means the star point guard could return around mid-January to early February or miss next season. The doctor added there is a chance Rose could be back sooner, but &#147;we&#146;re not going to rush it.&#148; Full story.

A cool front that moved in behind storms yesterday has cooled temperatures off to 51 degrees this morning. Temperatures will reach a high of about 67 degrees today, before dipping back to 47 degrees tonight. Full story.

Traffic is moving along wide open this morning, with no accident delays reported throughout the system. Bridge installation continues in St. Charles at Red Gate Road between Route 31 and Route 25. Construction includes installing a bridge over the Fox River and intersection work at Red Gate and 31 and Red Gate and 25.

Plenty of blame for Sox&#146; tough loss

Instead of holding a 6-0 lead or basking in Dayan Viciedo&#146;s potential walk-off home run Tuesday afternoon, the White Sox were taking turns accepting blame for a 10-8 loss to the Tigers. Starting pitcher Jake Peavy and reliever Will Ohman couldn&#146;t prevent Detroit from mounting a big rally in the sixth and seventh innings. Full story.
