Lombard releases minutes from board meeting

VILLAGE BOARD MEETING

Public Hearing

A public hearing was conducted for the purpose of hearing written and oral comments from the public concerning the proposed Electric Residential Aggregation for residents and small businesses of the Village of Lombard. Several residents spoke in favor of including clean energy as a part of this plan. Bid options from alternative electric suppliers will be discussed during “Other Matters” of the Board Meeting.

• Erica Fisette, Chairperson of the Lilac Parade Committee, made a presentation announcing that CRAIG KUELTZO of Lombard Pharmacy has been selected as the 2012 Lilac Parade Grand Marshall. Village President Bill Mueller presented Craig with a Proclamation in appreciation for his dedication to the community and for the time, talent and service he gives to benefit others in the Village of Lombard.

• Wesley Lujan, Director of Public Affairs for the Union Pacific Railroad, made a presentation to the Village as an official “Train Town, USA.” He presented the Village President with a resolution and a plaque. In addition, banners will also be presented to the Village to be displayed in the area proximate to the train station. Carl Shaver and the Historical Society were thanked for their contribution in the application for the designation of “Train Town, USA.”

• Proclamations were read by Village Clerk Brigitte O'Brien recognizing “Lilac Time in Lombard,” “Municipal Clerk's Week” and “National Day of Prayer.”

Ordinances Approved With the Waiver of First Reading as Requested

• Amending the Lombard Village Code in regard to outdoor cafes and seating within the public right-of-way in downtown.

• Plan Commission recommendation granting a conditional use to allow for a Learning Center (athletic training facility) at 270 Eisenhower Lane North.

• Request for a waiver of bids and authorizing a trade-in to purchase one new asphalt hot patch trailer from Galva Road Equipment at a cost of $21,934.

• Ordinance declaring the old lilac banners as surplus and authorizing their sale in the amount of $10 per banner.

• Amending the Lombard Village Code removing “fire alarm contractors” from the list of defined contractors.

• Ordinance authorizing the Village to enter into service agreements for the sale and purchase of electricity to residential and small commercial customers according to the terms of the Illinois Power Agency Act.

• Zoning Board of Appeals recommendation to grant a variation of the Lombard Sign Ordinance for a freestanding sign at 401 S. Main St.

Other Ordinances on First Reading

• Plan Commission recommendation to grant a conditional use to allow outdoor dining for Wolfy's Hot Dogs at 300 W. Roosevelt Rd.

Ordinances Approved on Second Reading

• Granting a liquor license to Masala at 801 E. Butterfield Rd.

Resolutions Approved

• Authorizing several Intergovernmental Agreements between the Village of Lombard and the Lombard Park District regarding the Showmobile, Terrace View Pond and various Maintenance Projects.

• Approving a contract with ESI Consultants in the amount of $40,763.16 for lift station improvements.

• Approving an increase of $3,753.00 for design services with Baxter Woodman Consulting Engineers to design sidewalks on the west side of Westmore Ave. between Norton and Roosevelt Rd.

Other Matters

Approved the following:

• Waiver of bids and the award of a contract to DuPage Materials for $497,000 for bituminous mix.

• Award of a contract to G&M Cement Construction, Inc., in the amount of $769,130.01 for various concrete rehabilitation programs and utility patching.

• Award of a contract to Kings Point Construction in the amount of $167,962.50 for driveway apron, curb and sidewalk restoration.

• Recommendation to reject all bids and rebid the Finley Rd. pavement rehabilitation Project, Phase 1.

• Approved the recommendation of the Community Promotion and Tourism Committee for a grant of $5,000 to the Lombard Area Chamber of Commerce and Industry for costs associated with sponsoring a Lombard Restaurant Week and $8,778 to fund Lombard Chamber Gold Memberships for the Village's ten hotels.

• Approval to procure a temporary easement to construct a driveway entrance at the Shell Station in conjunction with the construction of a sidewalk on the west side of Westmore Ave. at Roosevelt Rd.

• Approved a contract for Electricity Supply Contract - Municipal Aggregation with 100% renewal energy for two years with First Energy Solutions at a cost of 4.64 c/kWh compared to the current Com Ed rate of 7.73 c/kWh. Projected savings to residents is $309.00 a year.

• Approved a $750 merit bonus to employees who are at the top or above their salary ranges and have received a meets expectations performance evaluation.
