Must governments tout their work?

There is an electronic billboard on Route 53 running an advertisement that IDOT and the Palatine Police Department are combining forces to work on truck safety. I realize this doesn’t cost a million dollars, but why are we wasting taxpayer dollars on this display? Do we really need to see an ad telling us public agencies are doing their job? Can’t those dollars be put to better use somewhere else?
