Village releases minutes from Feb. 2 board meeting

On Feb. 6, Lombard Village President William J. Mueller and Village Clerk Brigitte O'Brien released the minutes for the Lombard Village Board's Feb. 2 board meeting.

• Public Hearing was held relative to an amendment to the Annexation Agreement for the proposed located at 321–395 E. Roosevelt Rd, development.

• Proclamation was read by the Village Clerk naming February as “Healthy February” in Lombard.

• Approved the Minutes of the Regular Board Meeting of January 19, 2012.

• Approved Accounts Payable and Village Payroll.

Ordinances Approved With the Waiver of First Reading as Requested

• Plan Commission PC 12-01 requests that the Village approve amendments to the Planned Development to allow for the expansion of a restaurant for the construction of Chick-fil-A at 717 E. Butterfield Rd.

• Plan Commission PC 12-02 requests approval of a conditional use for noncompliance with the requirements of the Zoning Ordinance pertaining to personal wireless service facilities at the Glenbard Wastewater Authority Facility located at 21w555 Bemis Rd.

Other Ordinances on First Reading

• Recommendation from the Transportation and Safety Committee to implement “No Parking” on the west side of Main Drive.

• PC 12-03 requests a conditional use to allow for Food and Manufacturing, Packaging and Processing for Flesk Brewing Co. LLC at 844 N. Ridge Ave.

• PC 12-04 Text Amendment to the Lombard Zoning Ordinance allowing “Secondhand stores and rummage shops with a minimum floor area of 5,000 sq. ft.” to be listed as a conditional use within the Roosevelt Rd. Corridor Business District.

• Declared two John Deere general purpose loader buckets as surplus and authorized their trade-in.

Ordinances Approved on Second Reading

• Zoning Board of Appeals recommendation for denial of a variation request for 661 N. Charlotte to reduce the required rear yard setback to 15' where 30' is required for the construction of a screened porch addition.

• Authorized a Boundary Agreement with the Village of Glen Ellyn. Continued to the March 1 meeting.

• Amended Village Code increasing the Class “A/B-II” liquor license granting a liquor license to Trademark Tavern and Tap, 777 E. Butterfield Rd. Planned opening is scheduled for early March.

• Reviewed and updated the Village Taxicab Ordinance.

• Amended the Village Code as it relates to water and sewer rates for 2012 Fiscal Year Budget. The budget includes an increase in water and sewer O&M rates of $1.20 as a result of the increase by the City of Chicago to the DuPage Water Commission. The average residential customer who uses 8,000 gallons on a bi-monthly basis, this increase will cost them $9.95 additional on a bi-monthly basis.

Other Matters

Approved the following:

• Grant Application Request from Friends of the DuPage Theater for $3,000 from Hotel/Motel funds for costs associated with the 2012 DuPage Sculpture Show.

• Grant Application Request from the Lombard Park District for $11,815 from the Hotel/Motel funds for costs associated with Lilac Time Advertising.

• Grant Application Request from the Village of Lombard for $57,987 from the Hotel/Motel funds for the purchase of a new showmobile stage. The current stage was purchased in 1990. In an agreement with the Lombard Park District the Village purchased the stage and the Park District agreed to store it and manage its use. Both the Park District and our Public Works Department feel the stage is no longer safe for community use. After research of rental compared to purchase, it was estimated that rental cost exceeded the cost of purchase.

• Six Plat of Easement requests for Public Watermain improvements associated with the Yorktown mall.

• Local Climate Action Plan and Electricity Aggregation recommendation from the Environmental Concerns Committee was withdrawn after Board Discussion.

Village board meetings are held on the first and third Thursday of the month at 7:30 p.m. in the village hall board room at 255 E. Wilson Ave.

Village board meetings are broadcast live on Comcast Channel 6 and AT&T U-Verse Channel 99.
