Stop the building and pay the bills

Call me naive, but shouldn’t we put all new development, like railroads and new highways, on hold until we get our bills paid? We don’t need high speed rail, and we can live without a new western entrance to O’Hare and another lane on I-90 for a while longer. So many small businesses and schools are laying off staff because the state isn’t paying its bills.
