VILLAGE BOARD MEETING
Ordinances Approved on First Reading
• Request to grant approval of a conditional use for a planned development, amending the maximum number of tenant spaces within the existing retail center at 215 – 223 E. Roosevelt Rd. This item was continued to the November 17th meeting.
• Plan Commission recommendation for the property at 777 E. Butterfield Rd. to allow for the re-opening of a restaurant, including outdoor dining area on the subject property. The site has been vacant for more than 12 months and requires a new conditional use. The site was previously operated as Magnum's Prime Steak House and Topo Gigio and is consistent with the Village's Comprehensive Plan and surrounding land uses.
Resolutions Approved
• Intergovernmental Agreement with the Village of Villa Park approving a two year agreement for the maintenance of the traffic signals at the intersection of St. Charles Rd. and Westmore Ave.
• Authorizing a contract with ESI in the amount of $91,576.52 to provide for Resident Engineering Services for lift station improvements at Vista Pond, Grace/Central, Kenilworth, Old Town, Cambria and Elizabeth/Morris.
• Authorizing a one year contract with Folgers Flag and Decorating, the low bidder in the amount of $30,000 for live greenery, wreaths, roping, lights and bow decorations for the 2011 holiday decorations.
• Providing for a binding public question concerning limiting the terms of office for elected officials of the Village has been continued to the November 17th meeting due to a change in the state law that stipulates the resolution cannot be approved more than one year prior to the election.
• Intergovernmental Agreement with School District 45 as authorized under Illinois state statute to allow for the reciprocal reporting of information between the Lombard Police Department and the District as it relates to criminal offenses.
Other Matters
• Accept and file the 2011 Municipal Compliance Report from the Police Pension Fund as prepared by Lauterbach and Amen and as required by Illinois House Bill 5088 (Public Act 95-950) Municipal Compliance Report for the year ending May 31, 2011 which requires the Report be provided to the Municipality before the tax levy is filed on the last Tuesday in December. The funded ratio of the fund is 68.80% with an unfunded liability of $20,674,493. The recommended tax levy for the fiscal year beginning June 1, 2011 is $2,115,673.
• Authorized a request by Glenbard East High School to allow temporary signage in public right-of-ways for the Ram Run 2011 event to be held on November 20th.
• Accept and file the 2011 Municipal Compliance Report from the Firefighters' Pension Fund as prepared by Lauterbach and Amen and as required by llinois House Bill 5088 (Public Act 95-950) Municipal Compliance Report for the year ending May 31, 2011 which requires the Report be provided to the Municipality before the tax levy is filed on the last Tuesday in December. The funded ratio of the fund is 81.40% with an unfunded liability of $9,473,364. The recommended tax levy for the fiscal year beginning June 1, 2011 is $1,501,817.
• Discussion was held following a communication audit which was presented on the current communication programs that are used to communicate with our residents and business community. Extra efforts will be made to compile an email data base as a way of communication with residents.
