State’s action a little too late

I don’t understand how the state can be broke when I and others pay our bills on time — property taxes, state income tax, sales tax. I also don’t understand how this problem got so out of hand. It seems like we awoke one day and, boom, we are in financial trouble. Why does our government wait until the boat sinks before doing something about it?
