Village releases minutes of Oct. 20 board meeting

Lombard Village Board of Trustee's Action of October 20, 2011

SPECIAL WORKSHOP MEETING

Discussion of equipping the Lombard Police Department squad cars with in-car video cameras.

Chief Raymond Byrne presented the pros and cons of having in-car cameras. Board members felt the cameras could be a protection for residents and could have an impact on court cases. Chief Byrne indicated that it would cost the Village approximately $145,048.00 to equip the fleet of vehicles. This does not include on-going maintenance costs associated with issues not covered by warranty. Chief Byrne recommended that the concept of in-car video cameras be reconsidered when economic conditions might better support their purchase. He also said it is a much higher priority at this time to fill four frozen police officer positions and to return the department to full strength. The Board agreed that they did not want to budget the cameras at this time but would rather seek a grant for purchase of the cameras in the future.

Discussion regarding Robert's Rules of Orders as they apply to Village Board Meetings.

The Village Attorney reminded the Board that Board Meetings are governed by the State of Illinois Open Meeting Policy and the Village of Lombard Section 30.05 of the Village Code regarding meeting rules. He then explained Robert's Rules of Order would apply to Village Board Meetings and Trustee Committee Meetings. He also went over motions and their order of priority. He also gave Board Members a chart listing Privileged, Subsidiary, Incidental and Restorative Motions and 13 ranking motions. Board members found this information most helpful.

VILLAGE BOARD MEETING

• The Board approved a Resolution providing for a binding public question to determine whether the Village of Lombard should have the authority to arrange for the supply of electricity for its residential and small commercial retail customers who do not opt out of such a program, to appear on the ballot of the electors of the Village at the General Primary election to be held on March 29, 2012. It is estimated that such a program could save residents and small commercial retail businesses more than 12% on their electric bill.

• The Board approved $277,381.00 for Lift Station Improvements for Phase 1 of modifications to six stations.

• The Board approved a Village Website Transparency Policy which provides guidance on how the Village of Lombard ensures municipal matters are approached in an accountable and transparent manner, with emphasis on openness, ethics and fiscal responsibility.

• The Board approved a recommendation from the Environmental Concerns Committee providing for a monthly collection of electronics beginning in the spring of 2012 to address the State's ban on electronics (e-waste), landfilling and burning effective January 1, 2012.

• The Board authorized a $125,000.00 amendment to the Firefighters Pension Fund for pension payments over anticipated costs.
