Why the extra expense of studies?

The RTA is offering several suburbs grants for “transit-related programs.” These include $3.2 million “to create a development plan,” “to evaluate and determine what’s next,” “to plan for” and “to explore.” Why do these suburbs need tax money for these items? Isn’t this what you expect your local governments to be already doing for their salaries? I guess thinking is not part of their job, without somebody paying them extra!
