Home monitoring stays for Elgin sex abuse suspect

A Kane County judge Friday declined to revoke the bond of a 21-year-old Elgin man accused of predatory criminal sexual assault and criminal sexual abuse of a girl who was younger than 13.

Assistant State’s Attorney Lori Schmidt wanted William Dugar, of the 1300 block of Fleetwood Drive, put back in the county jail.

She contended that Dugar let the battery run out numerous times on his GPS monitoring device and even went to a Wendy’s Sept. 10 when he was supposed to be at his mother’s home in Hanover Park.

But defense attorney William Gibbs argued that Dugar was there to get a ride from a friend to work.

Dugar had his bail reduced from $100,000 to $25,000 and he has been on electronic home monitoring since mid-January. He is accused of abusing the victim from March 2008 through February 2010, according to court records.

If convicted of the most serious charge, Dugar faces six to 30 years in prison. He is due before Judge David Akemann Oct. 11.
