Rolling Meadows residents could see tax increase

As many city governments struggle with their budgets, Rolling Meadows has begun looking at how to pass a balanced 2012 budget, which may include an increased tax levy and several fee increases for residents that were put off in 2011.

Proposed items that could cost residents more range from increasing vehicle sticker costs to a proposed 1 percent natural gas tax for all residents.

For 2012, the proposed revenue would be $26,312,509 and expenses would be $26,130,659, both up nearly $1 million from the year before.

The proposed budget, which is available on the city's website, includes an additional $1,548,048 in tax levy revenue. The proposed increase would be 15 percent over the amount that was levied in 2010.

Although the proposed tax increase was included in the budget, Alderman Jim Larsen and John D'Astice said they will be asking the staff to put together a budget without the increase. This would require each department to examine what possible cuts could be made and give residents an idea of why the tax increase is needed, the aldermen said.

The proposed natural gas tax was also included in the budget, although some aldermen spoke out against it.

“I am adamantly opposed to a tax on natural gas. I won't vote for it, and if it's in the budget I will vote against the budget,” D'Astice said. “I've been told we need to live within our means. Then take this out and figure out how else to make ends meet.”

The city might also seek a 10 percent stormwater management fee increase, which would cost homeowners an extra $3.66 annually.

Because several capital projects were delayed in 2011 due to budget concerns, some projects for 2012 may continue to be pushed back a few years including repairs to city hall, the public works building and a few other city buildings.

There will be further discussions and public hearings before a final budget is adopted in December.
