City begins Downtown2030 Plan with zoning ordinance updates

Public Invited to Give Feedback at Open Houses Wednesday, August 31

As part of the Naperville Downtown2030 Plan implementation, the City of Naperville invites residents and interested parties to provide feedback on amending the B4 (Downtown Core) and B5 (Secondary Commercial) zoning districts. These amendments are being recommended in order to further strengthen the downtown core as the retail and activity center of downtown and enhance the secondary commercial area as a transition between the downtown and outlying residential neighborhoods.

Two identical public meetings to present the proposed B4/B5 amendments and seek public feedback will be held on Wednesday, August 31, 2011, from 8 to 9 a.m. and 3:30 to 4:30 p.m. in the Lower Level Meeting Rooms of the Naperville Municipal Center, 400 S. Eagle St. Each meeting will begin with a City staff presentation followed by an open house for individual questions and answers.

Staff has prepared a draft of the B4/B5 amendments which can be viewed on the City's website at www.naperville.il.us/napervilledowntown2030.aspx. All proposed changes are consistent with the recommendations of Naperville Downtown2030. The amendments include:

• Updated references and terminology to help streamline the code language,

• Establishment of a maximum height restriction in each district; and,

• Some changes to the list of permitted and conditional uses in both the B4 and B5 districts.

After the public meetings, staff will make revisions to the B4/B5 amendments based on the feedback received and present a revised draft to the Downtown Advisory Committee (DAC) for its consideration on September 21, 2011. After DAC's review, the amendments will be forwarded to the Planning and Zoning Commission for an official public hearing.

On April 6, 2011, the City Council approved Naperville Downtown2030, an update to the 2000 Downtown Naperville Plan, which includes forward-thinking recommendations that will help to maintain the vibrancy of downtown and further enhance its desired culture.
