School reform bill is just a start
We have all read about the “big” school reforms signed into law by Gov Quinn. I just finished reading the 111-page SB 7 and remind the public that tenure one of the biggest obstacles in delivering high-quality education to our children, is still there. Also, the requirement for a three-fourths vote to strike only applies to Chicago.
Finally, the use of performance measures applies only when there is a reduction in force (RIF) and then only if the school district has adopted appropriate performance measurement procedures, which they may or may not do. No performance measures are required to be used for determining compensation or for getting rid of poor-performing teachers.
SB 7 is a step in the right direction, but there is so much more to be done.
