Is city ownership better — or not?

Chicago’s current mayor wants city ownership of its casino. However, the previous mayor sold the city’s parking meter franchise and the Skyway and tried to privatize Midway Airport. Since these are opposing ideologies, one of them must be wrong. I am interested in which is right, just and proper. I’m suspicious — I mean curious!
