Law inconsistent on motorist safety

Why are the members of the state of Illinois legislature so concerned with the safety of automobile passengers, when they refuse to require motorcycle riders to wear appropriate head gear and clothing. Automobile riders are subject to arrest if not following the law, while the motorcyclists can run free. Is a motorcycle accident-proof? Who is in greater harm’s way? Who or what is keeping Springfield from passing mandatory safety laws for motorcyclists also. even Jay Leno wears full gear when riding. An answer from Springfield should be forthcoming.
