Gov. Walker signs bill reworking state's finances

MADISON, Wis. — Wisconsin Gov. Scott Walker has signed a bill that reworks the state's finances to account for delays in savings from his union law.

The Republican governor's bill-signing Wednesday marked his first public appearance since the state Supreme Court cleared the way Tuesday for his contentious union law to proceed.

Updated revenue projections have shown the state will collect about $636 million more than originally planned. Under the new law, $235 million of that will replenish a fund from which money was taken in 2007 to help balance the state budget.

The measure also decreases the amount that state agencies would have to cut by July. And it speeds up payments to health care providers under the state's Medicaid program, allowing Wisconsin to capture $23 million in a higher federal matching rate.
