On Monday, May 2, the City of St. Charles has two aldermen retiring — John McGuirk from the 3rd Ward and Betsy Penny from the 2nd Ward. For the past six years I have had the privilege to sit between these two dedicated public servants and will miss their insights, wisdom and passion.
McGuirk is completing is second tour of duty on the city council. John, in his quiet and deliberate manner, has the ability to ask the right question. He has taught me to listen to all sides of an argument, not just both sides, and focus on the questions that will derive the most information to assist in our deliberations and decision-making. John’s leadership on the city’s First Street development was critical to moving this important project forward. I will also truly miss his ability to make me laugh.
As co-aldermen for the 2nd Ward, I have had the pleasure of working with Betsy for six of her 16 years on the council. I have come to learn that she is a force of nature. She has been a mentor, collaborator and partner. Her deep involvement with Lazarus House, the St. Charles Housing Commission and 708 Mental Health Board are indicative of her commitment to the less fortunate among us.
Betsy has a love of our city that was clearly demonstrated by her Charlemagne Award given by the St. Charles Chamber of Commerce. Something few people know is that Betsy loves a parade. In my tenure on council I cannot recall her not rallying the troops and making sure all council members attended and that some had a goofy hat to wear.
The City of St. Charles is a better place due to Betsy and John. Godspeed to both of you.
