Penalize companies that export jobs

I was listening to NPR recently and heard about a company moving from Massachusetts to China, causing 800 people to lose their jobs and go on unemployment. The jobs will now benefit 800 Chinese workers.

Why doesn’t the Congress and Senate vote in a law to retain American jobs by imposing severe financial penalties on all businesses operating outside of the United States until they bring our jobs back to our country?
