Filibuster reform support needed

I urge Senators Kirk and Durbin to support filibuster reform. Senators blocking debate on legislation do not even have to hold the floor-or even show up-to carry out their filibusters. The burden is wrongly placed on those trying to overcome the filibuster. This is simply not right. Much good legislation was blocked in the Senate last year. This should end.
