What is the meaning of residency?

Inquiring minds want to know, did the U.S. Postal Service deliver Rahm Emanuel's mail to his Chicago residence or to his Washington address? Where did his children attend school for the past year? And, since we own a building in the city, rent it out, pay taxes and store “stuff” in both the basement and garage, can I run for mayor?
