Emanuel is not a Chicago resident

After all the testimony, the Chicago Board of Elections now must decide if its one-year residency rule has any common sense meaning. My pocket dictionary defines “resident” as one who resides in a particular place. It defines “resides” as to live in a place, to dwell and to be inherently present. Rahm Emanuel may be the leading mayoral candidate but he has not resided in Chicago for the required time period. His argument of property ownership, the presence of personal belongings and intent to be a resident do not meet the criteria to actually reside in Chicago, to dwell in Chicago or to be inherently present in Chicago for the one year before the mayoral election.
