What's up with lowered flags?

It seems as if the U.S. flag has been flying at half staff for a couple of months now.

According to U.S. flag laws, the only time the U.S. flag can be flown at half staff is when designated by the president or the governor of a state or territory.

Has the president or governor designated this and I just missed it?
