Consider a barking alarm
The unpaid fines for dog violations in Elgin could perhaps be paid incrementally — for instance, $100 per month until completely paid — rather than expecting a large fine to be paid immediately. Some individuals could handle monthly payments. Confiscating and euthanizing the dog or dogs should not be an answer.
Many people with problematic dogs are using the dogs for guarding property. I suggest, rather than own live dogs that inherently require costs, such as food and vet care, that those individuals purchase an electronic alarm that sounds like a barking dog. It's much less expensive than owning the real thing.
