Why must we pay for campaigning?

I would like to know why, when our country is in debt, we are paying for President and Mrs. Obama to fly around the country campaigning for the Democratic Party? Is it our responsibility, as citizens of the United States, to pay for the Secret Service, Air Force One and all of their other expenses while they are on the campaign trail?
