Prison reform absolutely necessary

In American society, jails and prisons are the backbone of the correctional system and the backbone is breaking. As nationwide incarceration rates and costs continue to rise, a reform in the system is necessary.

The resources for the correctional system need to be used wisely. As overcrowding and expenses increase, the same amount of resources will have to stretch in order to maintain the current status of the correctional system.

In order to use the funds correctly there must be a change in the system. How can funds be more evenly dispersed between the correctional systems so that at every prison there can be a well trained staff and better programs?
