Forum on state budget reformIllinois state Rep. Keith Farnham, a Democrat who represents the 43rd District, will host a community forum about state budget reform at 7 p.m. Thursday, Sept. 30 in Meeting Room 1 at the Gail Borden Library, 270 N. Grove Ave., Elgin. Farnham, who faces a challenge from Republican and former state Rep.
