$75,000 bond set for man charged in robbery
A Cook County judge set bond at $75,000 Monday for a Hanover Park man charged with unlawful restraint and robbery following an incident Sunday at an Elk Grove Village hotel.
Prosecutors say Reginald Frank, 33, of the 6800 Valleyview Drive, and the complaining witness met the night before outside his hotel room in the 1900 block of Higgins Road. The man invited Frank, of the 0-100 block of East 8th Place, into his hotel room where prosecutors said they drank beer. According to Cook County Sheriff's officers, Frank became aggressive, at which point the man asked him to leave.
Police say Frank choked the man and knocked him to the floor, resulting in a contusion to the left side of his forehead and knocking him unconscious momentarily. When he awoke, he saw Frank holding his backpack containing his cell phone, wallet, laptop watch and $150, police said. The man yelled at Frank to stop and a struggle ensued after which Frank dropped some items and fled the hotel.
Officers called to the scene reviewed the hotel's video surveillance and searched the area. An officer spotted Frank in front of a convenience store at Oakton and Elmhurst roads in Des Plaines, where he was arrested without incident, police said.
Frank's criminal history dates back to 1996, when he was sentenced to three years in prison for possessing a stolen motor vehicle, said Cook County Assistant State's Attorney Mark Javier. He received 10 days in jail in 2001 for gambling and three years in prison in 1999 for possession of a stolen motor vehicle, Javier said.
Frank was convicted of aggravated DUI in 2003 and sentenced to 18 months in prison. Additionally, he was sentenced to two years in prison in 2004 for possession of a controlled substance. A four-year prison term followed in 2005 after Frank was convicted of residential burglary, Javier said. His background also includes several stints in Cook County Jail and several warrants for failing to appear in court.
Frank next appears in court on Sept. 21.
