Let Blagojevich pick up his own tab

Under what laws or rulings might Illinois taxpayers have to pay Blagojevich's legal bills? He has spent/wasted Illinois state and campaign money. Seems to me it's really unreasonable to pay his legal bills. He should have to pay court, prosecution expenses and restitution.
