Cameras at crossings would be a sure bet

Every night I cross the railroad tracks on Dundee Road in Wheeling, and every night I see not one, not two, but sometimes as many as four cars stopped on the railroad tracks.

Instead of putting more red light cameras at intersections, why not use them at railroad crossings? I'm sure it would take a lot less review to determine a person actually stopped on the tracks or went around the crossing gates, and would generate a lot of revenue for any village.
