Elginbull; Jermaine D. Clements, 18, of the 0-99 block of Kensington Loop, Elgin, was arrested and charged with marijuana possession at 12:09 a.m. Wednesday after a traffic stop at Walnut Avenue and State Street, reports said. Officers found 1.7 grams of pot in his car and he also was cited for improper lane use and failure to signal, reports said. He is due in court on Sept. 10, reports said.bull; Larry Berry Jr., 20, of the 300 block of Ann Street, Elgin, was arrested and charged with retail theft of a $14 box of Magnum condoms at 12:54 p.m. Tuesday at the CVS Pharmacy, 500 Dundee Ave., reports said. The victim said he was approached by another man who identified himself as a police officer. Even though the man had no badge or gun, the victim gave the man his wallet to check his identification.
