Who gets 'fair pay' for work in U.S.?

Hilda Solis, U.S. Dept. of Labor Secretary, stated the other day, "Every worker in America has a right to be paid fairly whether they are documented or not." Everyone is entitled to be paid for work they have done, true enough. Everyone is not entitled illegal access in order to get that fair pay.

Example? My wife, who is a Canadian citizen only, and had to jump through every hoop in the book, and then some, in order to get her "fair pay" for her work done in the U.S. after she immigrated.

Or is it only people from Mexico, alone, who get to come across the border illegally to get that fair pay? Perhaps we should have just walked across the border and skipped the hassle. And wait until everyone in China finds out all they have to do is take a boat across.
